On behalf of Chav R. Pescic, Merchant of this Colony, we have the honour to address you under the following circum- stances: -
1.
Cur client desires that your Government will grant him a concession to build a Railway between the City of Victoria and Aberdeen for the purpose of opening a new building area on the South side of the Island of Hongkong. Our client has already had the honour of intorviewing H.E. the Governor about his scheme and if, on further consideration of its possibilities, our client's scheme meets with the approval of H. E. the Governor, he would desire to introduce a bill in the Legislative Council to sanction the undertaking horein described.

Our client proposes that the railway should start from Wyndham Street at the back of the Dairy Farm and should enter a tunnel below the late Mr. Belilios house in Kennedy Road in the nullah to the west of that building. This tunnel would terminate above the Pokfulum reservoir, and the railway line at the junc- tion with the Pokfulum koad would branch off Westward to Hoi Chi Wan and Eastward to Aberdeon. In considering the possibilities of opening up a new build- ing area, it is a matter of first importance that such area should prosent sufficient advantages to command attention, and also advantages not obtainable elsewhere. Our client, in select- ing for this purpose the land at prosent lying partly waste be- tween Pokfulum and Aberdeon East and Pokfulum and Hoi Chi wan west, considers that amongst other advantages this area of land possesses the most important factor of being in the Island of Hongkong, so that those who take up their residence hereafter upon it, will be enabled to travel to and from Victoria and its business portion, in a very few minutes.
Our clients engineer has advised him that the portion of the railway line to be laid down between the terminal station in the City of Victoria and ending at Douglas Castle through tunnelling the Peak above described, will not exceed two miles a distance easily covered in from four to five minutes.
In connection with the Railway our client would at first propose to build houses for the occupation of Europeans on either side of the line, and our client would desire that a free grant of land, where available, should be made to him by Your Govern- ment from Crown Lands not already privately owned, which he sug- gests should roughly be 500 feet in depth, and thereon he proposes. to build 135 to 150 houses all of approved and uniform pattern and all standing amongst gardens. Our client would also require permission to use where necessary, the existing roads, and he would undertake to widen some if necessary at his own oxpense, and would assume the maintenance of any roads so used whereon any railway is laid as lies between the rails and eighteen inches beyond the rails on each side of such rails.
